		【深圳商報訊】(記者 文 燦)&ldquo;供人休息的涼亭不見了，被商家用來建咖啡館。&rdquo;昨日，家住市民中心附近的市民楊先生向本報反映稱，大中華國際廣場對面一塊綠化帶遭人破壞，新建了一個咖啡廳。楊先生認爲，咖啡館所在地原是供市民休息的涼亭，咖啡館外面的露天場所也是佔用綠地建成。市民質疑，在市政綠化場所開設盈利性咖啡館是否符合規定，涼亭改成咖啡館是否涉嫌違建和破壞環境。</div>

		接市民楊先生報料，在市民中心南廣場突然多出一家咖啡館，並且咖啡館已經在營業。市政公園又不是商業街，爲何會出現咖啡館呢?</div>

		根據市民提供的信息，記者從大中華廣場正對面的入口處進入市民中心南廣場。沿路向左走200米，果然看到一家&ldquo;聖瑪仕&rdquo;咖啡館開在路邊。咖啡館被竹子和樹木包裹，由室內和室外兩部分組成。室內供應咖啡、啤酒、果汁等飲料，室外有一大片鋪設木地板的露天場所，七個遮陽傘下安放着桌椅，上面陡坡處鋪了一條小路，露天場地外面用半米高的石牆圍着。</div>

		記者看了一下咖啡館菜單，咖啡、果汁及其他飲料，每杯在20元~30元之間。工作人員說，他們剛開業一個月左右。記者問工作人員，在廣場綠地內開咖啡館是否經過允許，工作人員表示，相關部門說過，對環境影響不大。</div>

		記者從一名清潔工處瞭解到，咖啡館原本是涼亭，剛建好沒多久。</div>

		市民楊先生認爲，中心廣場是市民休閒鍛鍊的場所，不是商業街，盈利性咖啡館開在這裏，商業味太濃;而且下面就是中心城，喫飯、喝咖啡、娛樂場所一應俱全。楊先生質疑，開在中心廣場的這家咖啡館是否涉嫌破壞綠地，咖啡館有無營業資格證，用地是否合法。</div>

		記者爲此採訪了市民中心廣場管理處的劉所長。劉所長說，中心廣場原規劃了4個小商店，但最後因人流量太小經營不下去，全部關門。&ldquo;中心公園附近都是高端商務區，有不少年輕人和外國人，他們要求較高。&rdquo;爲讓市民在公園鍛鍊休閒時能有個喝水休息的場所，管理處決定把位於廁所附近的一個涼亭改成咖啡館。</div>

		據介紹，2010年，深圳華泰企業與市民中心管理處簽訂了4年合同，承包廣場內4個小商店，但一直未營業。今年3月，華泰企業將涼亭改造成咖啡廳並在4月中旬試營業。</div>

		&ldquo;涼亭沒有破壞，只是修繕了屋頂，兩邊加裝了牆壁。&rdquo;聖瑪仕咖啡店的謝經理說，他們只是將涼亭改建成封閉式小屋，室外鋪設了木地板，那塊地之前是草坪，他們只是將石頭圍牆往外移了一些。記者問咖啡廳是否有營業執照，謝經理說，咖啡廳只是試營業，營業執照目前還在辦理中。</div>
